NORFOLK – The 2008 Virginia Governor's Transportation Safety Award was presented to U.S. Fleet Forces Command (USFFC) at the Annual Conference on Transportation Safety in Norfolk, June 11.
The award recognized the success of programs sponsored by Hampton Roads area alcohol and drug control officers (ADCO) in the impaired driving category, resulting in a 13 percent reduction in Navy personnel arrests in Hampton Roads for DUI⁄DWI for the period of April 2006 through August 2007.
“These officers have impacted our Sailors with programs to combat drunk driving,“ said Fleet Forces Alcohol and Drug Control Officer Marie C. Parker. “They are holding Sailors accountable for their actions, encouraging them to make good choices.“
Local ADCOs are responsible for the implementation and management of the substance abuse prevention programs like the Safe Ride home and Save-a-Life tour. They also set up command prevention teams for Sailors in the Hampton Roads area. USFFC and associated type commanders have increased effort across the Navy and Hampton Roads to ensure Sailors become part of a solution and not the problem.
“We want to continually strive to reduce the number of alcohol-related fatalities, civilian and military alike, due to Sailors and their family members driving impaired,“ said Parker.
A philosophy that ADCOs encourage is that Sailors are not only responsible for their actions to the Navy, but also as Hampton Roads citizens. ADCOs monitor drug and alcohol prevention programs, complete follow-up reporting of substance abuse incidents and also provide awareness training to commands and Sailors regarding the effects of drinking and driving and the effects of substance abuse.
“Sailors have to realize that as service members, they should have a higher degree of moral conviction, not only to the Navy, but to their community as well,“ said Parker.
The Transportation Safety Awards are presented each year by the Board of Transportation Safety. The 12-member board advises the governor, secretary of transportation, and commissioner of the Department of Motor Vehicles on transportation safety matters. It also identifies elements of a comprehensive safety program for all modes of transportation in Virginia, including air, rail, water, motor carrier, public transportation and pupil transportation.
